User Groups to Enhance User Management

Allow organisations to create user groups.

Users can be assigned to zero or more groups.

Groups can be assigned application roles (report viewer, data administrator, etc) and reporting application menus that are granted to all group members.

Would allow user administrators to manage groups of users in addition to individual users making the process of managing users more efficient.
